Congress and the White House have launched an extraordinary range of acquisition reform initiatives, from H.R. 5013 (the “IMPROVE Act”), to enhancements to the acquisition workforce, to the proposed White House memorandum on work reserved for federal employees (sometimes termed the “inherently governmental” initiative).
